        Dawn Schock has worked on International Rule of Law development projects in Kosovo, Armenia, Nigeria, Turkey, Qatar, Bahrain, Tunisia, and  is currently serving in Jordan. She also has her own practice in Southern California and is an adjunct professor at Loyola School of Law. She served as a past president of California Women Lawyers (1995). 

        The ABA established the first Rule of Law Program in 1990 after the fall of the Berlin Wall as the Central European and Eurasian Law Initiative (CEELI). In 2007, the ABA consolidated its five overseas rule of law programs under ABA ROLI. ABA ROLI is an international development program working with in-country partners to build sustainable institutions and societies that deliver justice, foster economic opportunity  and ensure respect for human dignity. 

        Today, ABA ROLI implements legal reform programs in more than 40 countries in Africa, Asia, Europe, and Eurasia, Latin America, and the Caribbean, and the Middle East, and North Africa. Countries that lack the rule of law very often fail to meet the most basic needs of their populations. In fact, over half of the world's population live in countries that lack the rule of law, consigning billions of people to lives characterized by a lack of economic opportunity, basic justice end even physical security. 

        Addressing this global rule of law deficit is the most important calling of the world's legal community. ABA ROLI has developed a guide for measuring and monitoring judicial system reform performance and Dawn Schock has been intricately involved in this process.
